A collection of short films is never going to be 100%. It is going to be hit or miss. Especially when you have several different writers and directors making very different stories. Paris Je T'aime is no exception.
Some of the stories in this film work, some don't. Some are great, some are mixed or mediocre, and some are terrible and boring. So this film is recommended for the curiosity of it all, but don't expect something that is perfect all the way through.
