I gave it 5 stars because the movie did a good job of keeping you hooked to the story line. Yes, it didn't have much action but that's the beauty of this movie. It didn't need action at all.
The reason why I state that is because the character development between oscar Issac and Ben Kingsley. They both provided a role in boosting the talk between the two men, and they really played their parts well.
They made you believe that they were actually the real life people that had went through this ordeal back in 1960s. Even without the action, there were moment of suspense and that created the audience to become worried about spending all that time to capture one person who had done so much wrong against 6 million + people.
I think people should do well to check out this film and judge for themselves. As to why critic average score is so low? I would say that has to do with the fact that there isn't a lot of action in the movie.
however, I would hope that action is not what makes a movie great. Even with minimal action scenes, the movie was well portrayed based on a true story. For that I would say the movie was solid.
