The Lubitsch touch is on full display here as the elegance and beauty of Paris makes this such a beautiful film. His touch also reinforces the basic dichotomy the film extends between Soviet Russia and the capitalistic west.
Garbo is sensational as the austere, rigid Ninotchka who slowly succumbs to the Count and his charms. When she finally laughs you have to laugh out loud with her. The excellent writing shows through and the brilliance of Wilder helping shows.
His screenwriting is always some of the best. The film does take awhile to develop and is dated but still a great.
