Though it has lots and lots of jokes delivered by a great cast, it has two things working against it. One is that the Lethal Weapon movies are increasingly dimly recalled, so many of the jokes sail past unrecognized and unappreciated.
The other problem is that while a few of the jokes are funny, many more are not. Many, many more.
