Kind of unnerving, odd film but this can be expected from a Werer Herzog and David Lynch collaboration. The movie is filed with a sense of dread and kind of plods along and is enhanced by an almost unending string score that isn't a tune as much as noise.
A lot of weirdness for weirdness' sake, and sometimes it works and sometimes it doesn't.
