Not entirely bad, but nothing special. Some strange unknown bacteria starts "devolving" people into rats. We evolved from rats? Hmm... alrighty then.
It's ultimately a story of poor working class people struggling to get by only to get gunned down by the man. It also seems to take a few veiled shots at FEMA in the wake of the Hurricane Katrina disaster.
