Stunningly filmed on actual locations, as far as I can tell (I'm a little unsure about Balmoral, and they seem to have made the point of never actually showing it in long shot, but the rest, outside at least, are Victoria's royal residences).
Dame Judi Dench is stunning in this; the Empress comes across both humanely pathetic and the epitome of British imperial strength. I suspect that Victoria's being used by all the "impertinent ministers" around her for their power gluttonny was overplayed for artistic purpose, but it results in a powerfully involving drama.
