It does have a dark storyline (especially compared to Chaplin's other slapstick comedies), but it is a good storyline and there is still a fair amount of humor and wit mixed in. My favorite part: Chaplin is about to kill Martha Raye by tossing her overboard of a row boat, only he is interrupted by a group of yodelers on a mountaintop overlooking the boat about to have a picnic.
It's just so unreal and silly that it is extremely funny!
