Hoskins gives a vulnerable performance based in devout loyalty. Loyalty to his mob bosses who he did time for and loyalty to the prostitute he falls for when he gets out of the joint. The guy can't catch a break, as he finds out the the woman he loves is in love with another prostitute.
Even though he's in a world of lowlifes, you like the guy and root for the poor bastard.
