A gross, nasally policeman who does things 'outside the book' (read: badly) accidentally does some things related to actual policing. He kills a lot of people, all rather needlessly. There's a guy in a helicopter at the end who was really awesome, but he got shot.
His screentime was probably about 30 seconds but I preferred him waaaay more to Mitchell.
