I think the reason people don't like this movie is the same reason I liked it. The story was supposed to be fairly confusing. With all the lying going on, the Coens were trying to make us as confused as the characters.
Not only does it have an interesting set up, but it has a great set of characters from the dry but intelligent Leo and Tom, to the obnoxious Bernie Bernbaum and the stupid but honest Johnny Casper. Miller's crossing is overall an excellent gangster tim.
