Most likely intentionally, the stories of Harvey Milk and the gay movement intertwine inseparably. The use of historic footage adds a distinct documentarian feel to a love story, which, perhaps in the future, will be construed as garden-variety.
Sean Penn is exceptionally brilliant as Harvey.
