Part 2 is pretty much as good as part 1 if not for the fact that it lacks the storytelling of the first half, it's basically scenes of Mesrine's gangster life throughout the 70s, with no real standout character apart from Mesrine's.
If you've seen Killer Instinct and liked it though, do not miss Public Enemy Number One, if only for the last scene, a "parallel" to the first scene in Killer Instinct, with another brilliant mise-en-scene by Jean-Francois Richet.
Also worth mentioning the great recurring in-joke about Mesrine's name.
