Personally, I think it NEARLY comes close to the level of Un Chien Andalou, though not as important. This short film contains some of the most raw and effective surrealism that I've ever witnessed.
There are many things about this that kind of feel "made up as they went along", and there is part of it that seems like it attaches to a larger, cohesive whole, but I don't think that "thinking" about this film is as important as "feeling" this film.
I won't be forgetting about this soon.
