It's a superhero comedy that can't decide if it wants to be the Incredibles or a parody movie. On the plus side, it creates a nice what-if scenario by parodying the Christopher Reeve Superman movies.
On the negative, most of the lines that feel like they're supposed to be jokes are delivered so poorly they don't come across as actually funny. It's at least worth a watch; my wife and I checked it out for free from our local library.
I wouldn't spend too much money to see it, though. This movie came out around the same time as Despicable Me, and has a similar theme of a bad guy trying to be good. Unfortunately, this movie isn't as good.
