This was a good idea that deserved better. The sequences work best that are not hamstrung by creepy [whatever the modern equivalent is of rotoscoping]. The painting-over-live-action thing needs to die, unless the swimmy unsettlingness of it particularly suits the story. It doesn't here. It would have been a lot better if normal live-action had been sandwiched between free-form animation, or if only free-form animation had been used and the filmmakers had been willing to forego speculative first-person impressions.
I think "biopic" is a generous term to apply to the storyline. It's more like a slavish fanfic, and an amateurish one. It's not clear to what extent it's based on fact so the audience can't trust it as a biography, and the writing and dialogue are embarrassingly stilted.
