The screenplay is weak and full of "newbie" cliches: it's extremely expository and hampered by wall-to-wall voiceover in a desperate attempt to make sense. The characters show no dimension -- they simply walk through plot.
The writer didn't even do basic research, e.g. Interpol cannot wiretap in the US nor does it report to the US president. Great cinematography saves this from a zero rating.
