Well, the movie somehow "imports" comedy. Now the sense of humor at each culture is didfferent, that we know. But also, it shows racism. As you may notice that (for example) the Indians didn't laugh at the joke bout Gandhi but the pakistanis did.
All in all, the movie somehow sends a double message. And it also shows that one "culture" do not have "comics" at all?! This is kind of "incongruous".
