I would give may be more than 4 stars for the concept, geeks, technology, internet, cyber-entities, ghosts without a shell, but less than 3 for the acting. Keanu is good, but not so much from the rest.
Having seen quite a few anime movies, it rings bells from them, considering that they were made after this one (Ghost in the Shell, Hellsing). If you are bit of a geek, or you like "future" fiction, go for it!!
