The main problem with this movie is that it has Arnie in it. The Austrian man mountain simply can't do comedy. In fairness to him, he can't really act. He's big, he's got muscles, he looks great when he's shooting an enormous gun at a selection of enemies be they human or alien.
What he can't do is any form of actual acting. He has all the depth of a saucer of milk - and it doesn't matter who else you put in the movie, even the effervescent sinbad or comedy genius James Belushi aren't going to be able to get any discernible emotion out of him.
In fairness to Arnie though, this comedy film is hugely flawed; there are no likeable characters, the plot can't seem to decide whether it wants to be dark satire or Disney-esque saccharin sweet. Either way it hasn't really hit the mark on either; its a basic good idea followed by a series of rubbish sketches including fighting with Santas, a bomb plot, knocking out a reindeer - none of it really hangs together though, just a loose messy stool of a film.
