I found the first half, especially the beginning of the movie quite good! The first several minutes had some sort of Cujo/Scream/Amityville Horror feel to it and the back and forth dialogue between the siblings definitely set the mood.
I was engrossed and I couldn't wait for the events to unfold. The first half of the movie showed promise. When the cops entered the picture, however, and when the creeper was revealed, I wouldn't say it went downhill from there, but the movie lost its magic.
Extra points, though, for the Cat Lady scene. It reminded me a lot of Psycho since I couldn't see the woman, but I wanted to see her yet was scared to (I liked the use of backlighting there). There's not much to complain about.
I'd say it did a lot of things right according to what a decent scary movie should be. It just didn't fulfill its potential.
