Yes, it's bad... but at least like Jaws 2, it had a few redeeming factors like containing 'jumpy' moments, good music, decent cinetography (especially from inside the shark's mouth!). The problem with this film though is that fact that it tried out 3-D and in 2-D, it looks godawful.
But I'm only giving it two stars purely because it looked SO 80s, cuz this really is pretty naff, but hilariously naff as the original premise was... apparently.
