Eastwood tries to give the infamous J. E. Hoover a more human face than a cross-dressing xenophobic chauvinist that he is often portrayed as. He celebrates him as the founder of FBI and forensics, along with several other contributions to the modern criminology.
I wish he had not used the old overused biographic set up and spent some more time on Hammer's make up so that it would look on par with DiCaprio's.
