This film is all about the story. The acting is so-so, and there's little effort for character development.
SPOILERISH...
Most of the movie is slowly-paced, and not a lot of excitement. The last 30 minutes make up for it though. It becomes a unique story.
Some have compared it to Oldboy, and I don't think Incendies is in Oldboy's league. But it's of a similar vein, just not as spectacular and entertaining from start to finish.
