This is a parody of action/buddy cop movies, along with references to other genres. It was consistently amusing, with a lot of dry British humor. Those giving the flick a low score just don't like parodies.
Yes, the ending is over the top, but in a good way! Shaun of the Dead was a different parody, and the filmakers did not want to repeat themselves. With all the sequels out there it is refreshing to get an original film.
