This is just a weird film that kept popping up in recommendations from various websites. It's a black comedy that isn't all that funny, but the whole thing is played out to such a length that it mostly works.
Even the Cat Stevens soundtrack sort of works, too. As for calling it 'cult,' I don't know how I feel about that. One viewing will be enough for me.
