One loose premise of this film seems to be: "What if Donald Martin had somehow survived?".
There's some interesting commentary here on the justice system of the Old West (Hingle's character is based on a real judge): Eastwood's character has a problem with federal justice hanging people unnecessarily for political reasons, yet he has no problem using the authority of his tin star to execute otherwise unlawful vengeance.
