It does take place on Halloween and it does have Jamie Lee Curtis, but there is hardly any water in the movie. If you rent it because of the "H2O" in the title, you'll be left high and dry; I think theres one shot where a character has a sip of water but that's about it.
Honestly I'm not sure why they were so misleading in their title. If you want a movie with water, Waterworld is a much safer bet, but it has a lot less to do with Halloween.
