The last half an hour of the movie is good. The first hour is too slow although it's not all bad either. The set up of the characters is good it just takes too long and has too much unnecessary fluff.
It's nice to see Freeman, Caine and Arkin together. If it wasn't for the gravitas of the 3 main characters the movie would easily lose it's interest. However the movie finishes strongly and also has some interesting political points.
