The action is entertaining and it is a standard story line. It never ventures into any thing more than prototypical action film though and it suffers from that and accompanied with bad acting and terrible dialogue.
The effects are pretty bad, clearly and noticeably fake. It has a tone that there is a lot of action and it is some times entertaining. But overall it lacks a lot of direction and a lot more in the story. Overall a big let down from the previous film which was at least a decent attempt.
