Gangster Squad is watchable but that's about it. In this genre, there have been some great classics - compared to them, the movie is extremely weak. The good guys are mostly wooden. The villain scares mostly through brutality than anything devilish.
And there is little too intelligent in the chase. That all said, the story is interesting despite the predictability and Sean Penn is immensely watchable.
