Absolutely horrible. The worst film I have ever seen. Outside of the characters names, it doesn't even stay close the the source material. And even when it tries to put it's own spin on something, if fails spectacularly.
Stay away from it at all costs, and if you're a fan of Dragon Ball then burn every single copy you come across.
