Jean-Claude Van Damme is the biggest tool in the tool box, and in this movie, there's two of him. You just can't take him seriously. The plot is as cliche as they come, but at least there's some entertaining action here and there.
However, if you want a good twins-separated-at-birth action flick, stick with Twin Dragons... Jackie Chan does it so much better.
