Inexplicably overrated here with this 97% tally for critical approval (of 36 counted). This movie can't make up it's mind whether it's a suspense film, or a comic farce, or a sociopolitical statement.
And doesn't really work as being any of the above. Although said to be based on a true story it is not realistic or authentic as enacted here: Al Pacino is blatantly "hamming for the cam" most of the time.
