I dont think you can blame any actors for the missed potential of this movie. Micheal Keaton is excellent, and pulls off another terrific performance. Unfortunately due to writing or directing, his character is cheapened or softened up in several scenes (him barking at the dogs, and the regret to the kid near the end).
Intelligent, and ruthless he should be another Hannibal Lector... but he isn't. Garcia is great but the role is basically 2D. He is a cop, and breaking all of the rules. But there is no internal conflict, why? They try to play the I am everything you are card, but without real character depth, the attempt is wasted.
Brian Cox shows up to act, and instead they cut him a paycheck. Another talented actor who has nothing to do. A lot of similarities to Silence of the Lambs, tied to the wheelchair interogation etc. But SOL does it right, DM (again) is a little flat.
For West Wing fans, the actress who plays Donna Moss shows up for a brief cameo.
