Thoroughly rotten, with Clouseau substitute Clifton Sleigh (Ted Wass) hardly given the chance to prove whether he can fill the big man's shoes or not (odds are still that he can't), this a shoddily-plotted, disjointed, cheaply-made and unfunny mess.
It beggers belief that in the early 1960s, the Mirisch Brothers thought that Blake Edwards was the next Billy Wilder. Half a star each for the genuinely bizarre sight of Roger Moore - that's Roger Moore - playing Clouseau, complete with over-the-top French accent and pratfalls (no moustache though); and for the lovely scene in which Joanna Lumley is seemingly wearing nothing but mud.
Which she then proceeds to shower off...
