Earnest - perhaps TOO earnest - trying to be the Crash or Traffic over the issue of immigration. Multistory approach with intertwining threads grows tiresome with only a couple stories really standing out.
Same goes for the acting, Ray Liotta's contribution notably awful and in the diner delivers the fakest laugh I've ever heard. Still, I have secondhand experience with how messed-up the issue of citizenship is and Crossing Over attempts to illustrate the shortcomings within the system and does include a few undeniably powerful moments.
