This movie is not very good, even as a shitty 1980s action movie to laugh at. It's pretty joyless, very uninspired, and really formulaic. The only good part is the obligatory final battle with the villain, who this movie makes no effort to flesh out at all; one of its principle failings.
Sly doesn't really get any good lines. Sucks. Don't bother. Watch "Bulletproof" with Gary Busey instead.
