Clockstoppers is just a middling, PG-rated tween movie with nothing more to offer than entertainment. Although it doesn't bring anything new to the table, the kids should enjoy it. So just ignore the critics.
It is just like Back to The Future was blendered with The Matrix Trilogy which was rated R.
