This doesn't quite live up to the potential of its premise (or its title)- the idea of New York's homeless being turned into cannibalistic monsters is the stuff of urban legends, but the tone of the thing is slightly off (it should really have been played straight) and the monsters themselves are too stylized.
It's not a bad movie, and the use of contemporary NY locations is quite good, but it could have been more.
