I guess it's nice that for the first 3 films, they attemped some kind of continuity by having the same characters. Sadly, it's far less interesting to have an adult Andy taking on his evil doll than a child Andy, who would be more or less Chucky's equal.
Therefore, we get another kid thrown into the mix. The military school setting is unique, and horrible in its own way. But I swear, the amount of bad luck and terrible people Andy encounters would be hysterical if this movie wasn't so joyless and ugly.
I mean that in every way. It's not a good story, and it's sort of poorly shot and put together to boot. The paintball scene and carnival setting seem to reach for the energy of Child's Play 2's surprisingly cool finale, but they're much clumsier and don't make a whole lot of sense.
