I'm a sucker for low budget films. There's something beautiful about someone making due with what they have and delivering something more worthwhile than others do with a limitless budget. 'Carnival of Souls' fits into this category.
Is it the best horror film ever made? No, but it has some effectively creepy moments that is not to be found anywhere in modern horror films. It's far from flawless, but the eerie atmosphere and being a staple of classic horror, I can't help but recommend this to you.
