Here's one where the critics have no clue! They get too tied up in in the fantasy back story when they should just take it at face value. There's enough in the opening credits to show you what's going on in the city, and even deeper in the culture between the three main races.

This is a great cop drama set in a modern day Tolkien world where magic is extremely rare so society progress as it did in real life.
