The devious government conspiracy in which an armoured helicopter (clearly designed for "urban pacification") and filled with high-tech surveliance gear seemed like a holdover from the paranoid Watergate-era 1970s.
The really cool piece of machinery around which this movie was constructed was very much a feature of 1980s "popcorn films." After the Patriot Act and concerns over privacy and freedom of speech, the conspiracy aspect of this film's plot might seem more relevant to the post-Bush II viewer, but the film is still a very loud, noisy, popcorn film.
It has a good cast with the late Roy Scheider, Malcom McDowell, Daniel Stern and others. Still, the helicopter is the star.
