Despite its extra effort to shed light on the killer's background and motivations, Billy is less of a character in this than the original. It's basically another routine slasher, with a climactic scene that's an incoherent mess.
Not scary in the least, but plenty of gore if you're a fan of that. Absolutely inferior to the original, even without giving special consideration and credit to which came first.
