Weakest of the series by far. I hated every character, except Herbert West, and the effects and acting were just bad. Jeffrey Combs can still pull off that character, which is the only thing I really liked about the movie, that and the addition of electric current to the Re-agent serum for effectiveness was interesting.
Not nearly enough gore for a Re-Animator movie and everything else was just one disappointment after the other. However if you do see this see it for the guy who thinks the serum is really good heroin, that was funny and awesome.
Everything else is just a complete heap.
