Is this a comedy? Is Sellers retarded? Is his character "that way"? Somehow, dude brings life and its joy to old white people, their corrupt minds, his so innocent "I like to watch TV" expressions, he likes to tend gardens and such, but this snidefully skewers powerbrokers, their low taste in the plebiscite, and their anxioussness to style themselves in the emperor's clothes.
Sellers knew he had to take this role, its startling, he pulls the film together despite himself and in the end, walks on water.
