Dark, atmospheric and fairly mature in content (you probably don't want young ones watching this one), it does a good job of capturing the spirit and overall tone of the Dark Knight, relocating him into a world that's a cross between Jack the Ripper's London and Gotham City.
One thing this film definitely proved is that the different era really does work very well with the Batman mythos. The animation is nothing special, but nice enough, although the character and world (re)designs could have been more much more ambitious.
As for fight scenes: there are a couple of decent ones (the final one is great), but it would have been nice to see a little more flair when it came to Batman's style. What really matters here is the story, which is an intriguing murder-mystery that sets arguably the world's most famous serial killer against a fictional superhero.
That's a pretty interesting idea. Now, it does do away with a lot, if not most, of the more theatrical elements of Batman (something that, many would say, is a defining trait) and ends up being more like Sherlock Holmes vs Jack the Ripper if Holmes had dressed up like a bat.
Whether that's a good thing or not is up to you to decide. Overall, I thought it was an entertaining watch and absolutely worth it if you're interested in seeing Batman (as well as a number of other familiar characters) in a Victorian setting, but I do feel like it could have been much better.
