This movie made me question if Bruce Timm has lost it. It's supposed to be set in the same world as the Animated Series, yet it seems out of character and puts holes into Batman Beyond. Mainly the times when that show talked about the past. This feels more like a parody of the old TV show. The humor drifts from childish to adult oriented. And yes, Nightwing and Harley do it. Why? It comes out of nowhere and doesn't contribute to anything more than a few dirty jokes.
For the most part this film is tolerable, but it's the last 5 minutes of face palming moments that truly ruins this film. Then it just throws the credits at you, followed by a mid-credits scene and an after credits scene. Both of which are comedic relief that is tacked on. The after credits scene goes on for too long. It got boring real fast.
