Batman is a visual treat over substance, the production design is terrific, the cinematography bleak, but atmospheric and the character of Joker is nicely acted and portrayed. The story is somewhat weak because of the whole emphasis on Joker alone and the pacing may be slow, but it is still better than the overrated Dark Knight owing to a visually more interesting approach, Burton's welcome touch and the character of Joker who is thankfully more similar to his comic-book roots.
It is an unfortunately forgotten film, the one which is a thoroughly enjoyable experience and the one which introduced the potential of superhero subgenre to the world.
